Patrol Division

The Patrol Division currently consists of 13 officers and four Lieutenants and is split up into four patrol shifts. The division is commanded by Captain Dennis Paine.


Meet Captain Paine

Captain Paine started his law enforcement career with Victoria Police Department in 2008 after graduating from the Victoria Police Academy. While employed at the Victoria Police Department, Captain Paine served as a Patrol Officer, Senior Patrol Officer, and Field Training Officer, all while assigned to the Patrol Division. Captain Paine later served as a Detective in Victoria PD’s Special Crimes Unit, where he was an undercover operator for over five years. Captain Paine also served as a Task Force Officer for the Department of Homeland Security Investigations. Captain Paine promoted to the rank of Sergeant and became a front-line supervisor in the Patrol Division, Support Services Division, and then to the Investigations Division.  

Captain Paine then joined the Rockport Police Department in September of 2021 where he served a Patrol Officer until he was promoted to the rank of Lieutenant in March of 2022.   Captain Paine Served as the Administrative Lieutenant for a few months before being transferred to the Patrol Division.  While serving as a Patrol Lieutenant Captain Paine graduated from the Bill Blackwood Law Enforcement Management Institute of Texas class #92.  Captain Paine graduated the 293rd session of the FBI National Academy, and the 94th recipient of the Texas Police Chief’s Association Law Enforcement Command Officer Program (LECOP).

Captain Paine has a bachelor’s degree in criminal justice from the University of Texas A&M Commerce, holds a Master Peace Officer Certification, and Basic Instructor Certificate through the Texas Commission on Law Enforcement (TCOLE).

Mission

The Patrol Division's primary mission is to proactively patrol the City of Rockport to protect the lives and property of citizens and visitors, to deter criminal activity by maintaining a highly visible presence, to enforce all laws equally, and to maintain the highest standards of professionalism and courtesy.
